CIDB is also a Government Statutory Body under the Ministry of Works of Malaysia established under Act 520 and responsible for developing and regulating the construction sector in Malaysia. CIDB will ensure the program is implemented effectively to achieve the objectives set in collaboration with various stakeholders. In providing CIDB able to monitor and enforce government policy effectively in conjunction with the construction industry, Act 520 empower CIDB enforcement officers to enforce five core areas as stipulated in Act 520. The five core areas aimed to regulate, develop and facilitate the construction industry towards achieving global competitiveness.

Improvement of construction quality through registration of contractors, and construction personnel, certification of skills and competence, quality assurance of construction materials through setting and compliance with standards; and placement of responsibility for managing and ensuring the safety of buildings and construction work during or after construction work on contractors and site managers.
