Often in the modern construction industry, we come across the need to apply for Extension of Time (EOT) either to the Main Contractor or the Client. A similar case also applies to the recent COVID-19 Pandemic outbreak in which, referring to JKR Form of Contract, the EOT was granted under the Force Majeure Clause. However, EOT is often given in unrecoverable events that are out of the Contractor control and will need to impact the project's critical path. The standard practice in the construction industry within Malaysia uses the 'Time Slice Windows Analysis' method as an evaluation of event impact on the project baseline. Time slice analysis utilized a logic-linked baseline program, and the effect & cause analysis was performed accordingly with a retrospective of the delay impact determined. This analysis method is suited to identify the contemporary to completion throughout the works and determine the cause of delay. In my experience, when applying this method, it should include an analysis of the as-planned and as-built records in each window to determine what events might have caused the identified critical delays due to delayed progress or new non-progress changes in the logic of critical activities.
